Usually it's awkward when people cut off the legs like that, but the way you have the swirlyness of the magic and the swirlyness of her clothing, it works out.
You also used some colors I don't usually see from you. A white background? Light blue? No browns? Whaaa?
It's refreshing, and I like it!
As for crits, the arms seem a bit too long, unless the character was designed that way. I would also like to see more shadows at the side of the face to define the cheekbones and jawline a bit more, it seems a bit flat there.
On a final note, the hands turned out beautifully, I envy you.
